Build cost is mostly the finish level
The price per m² runs from about ₪6,000 for a bare shell to ₪20,000–25,000+ for luxury. The average private home at a standard finish is around ₪10,000–12,000/m² (before VAT). The difference between levels is mostly material and system quality — not the structure itself.
What the per-m² cost includes
Shell (foundations, structure, roof), envelope (plaster, insulation, sealing), systems (electrical, plumbing, HVAC) and finish (flooring, aluminum, kitchen, sanitary). The higher the finish, the larger the material share of the cost.
What it excludes
The per-m² figure is construction only. On top you add: land, the building permit & fees, betterment levy, site development & landscaping, and VAT. All-in for a private home (land + build) usually runs ₪1.5–4M.
What raises and lowers it
Raises it: high finish level, central location, a sloped or difficult plot, complex design and mid-build changes. Lowers it: efficient planning, a smart specification, and finish choices that read expensive at a reasonable cost.
How an architect protects your budget
Good planning sets the budget before building starts: matching the finish to the goal, preventing costly on-site changes, and managing the contractor. The gap between good and mediocre planning can reach hundreds of thousands of shekels.
